The 33-year-old Scotland international, who joined in July 2009 following his release from Celtic, has been linked with a summer move to his former club Hearts.
However, City chief executive Colin Sexstone has dismissed the rumours Hartley, who has a year left on his contract, has been made available for transfer. He told the club's official website: "I'm not sure where these stories come from but people are playing with words and getting it wrong."
He added: "There has been absolutely no dialogue between Bristol City and Hearts and I can say categorically that Paul is not on the transfer list.
"He remains an important member of the squad."
