Millen has yet to make a signing during the January transfer window and revealed this week the club withdrew from a loan deal because of a `ridiculous` fee request from the player`s parent club.
"We're being quoted silly prices and we won't be held to ransom," said Millen. "We know the true valuation of the targets we are after and we will not be forced into paying the silly prices that are going about.
"That is our policy and we are sticking to it, even if that means we will have to wait until the summer."
Millen added: "Clubs don't want to lose their best players in January and, therefore, prices tend to be a lot higher. I only have so much money available to spend in the transfer window and I have to be careful with it.
"We have had a couple of bids out there for a while now but the prices they expect us to pay are unrealistic. It may be that because they see we have a wealthy chairman and some big-name players who are on good money, they think they can raise the price and we will still pay up. That is not the case."
