Robins boss Keith Millen is keen to add to his squad before the transfer window closes and had already seen an offer for the versatile 23-year-old turned down this month.
Preston chairman Maurice Lindsay said: "We turned down a big bid from Bristol City for Billy, that was an improved offer from one they made earlier."
